In this unwieldy adaptation of Edgar Allan Poe’s 1839 short story “The Devil in the Belfry,” two friends, Dutch and Neddy, who are cabbage farmers in the village of Never-Wonder-What-Time-It-Is, face evil when a fiddler comes over the hill.
